Franklin Votes to Rein in Rogue Judges & Protect the Voice of American Voters

Today, Congressman Scott Franklin (FL-18) released the following statement after voting in favor of H.R. 1526, the No Rogue Rulings Act (NORRA), which passed the House by a vote of 219-213:

"The American people resoundingly elected President Trump and sent Republican majorities in Congress to deliver on the America First Agenda. Single district federal judges shouldn’t have the power to unilaterally block that mandate. 

“In recent weeks, we’ve seen individual district judges issue sweeping nationwide injunctions that halt key executive actions—despite only having jurisdiction over the parties before them. These overreaching rulings undermine the will of voters and threaten the constitutional balance of powers.

“NORRA reins in this abuse by prohibiting individual district courts from issuing these disruptive injunctions. In cases where multiple states in different judicial circuits challenge federal actions, NORRA allows a three-judge panel to consider broader injunctions—but only after carefully weighing the risks of harm and ensuring proper constitutional balance. These cases would then be eligible for direct appeal to the Supreme Court, ensuring efficient and definitive resolution.

“The Constitution clearly outlines three coequal branches of government, each with limitations. Our system of checks and balances ensures no single branch—judicial included—can dictate national policy alone.

“This commonsense bill protects that constitutional balance and ensures no single judge can override the voice of the American people. I was pleased to support this legislation and urge my Senate colleagues to join us in defending the integrity of our democratic system."
