Franklin Votes for Final Passage of H.R. 4 to Restore Fiscal Sanity and Rein In Wasteful Spending

Congressman Scott Franklin (FL-18) released the following statement after final passage of H.R. 4, the Rescissions Act of 2025. The bill now heads to President Trump’s desk to be signed into law:

“President Trump and I agree, the era of unchecked spending and bloated bureaucracy must end. With final passage of H.R. 4, Congress is delivering on that promise and turning his America First agenda into lasting policy.

 

“Following the landmark One Big Beautiful Bill, H.R. 4 represents another major step toward restoring fiscal sanity and accountability to the federal government. Together, these bills reflect our unwavering commitment to cutting waste, protecting taxpayers and putting American priorities first. 

 

“This legislation eliminates $9 billion in reckless spending that had no business being in the budget to begin with. That includes the full rescission of taxpayer funding for NPR and PBS, platforms that have increasingly promoted partisan narratives rather than serve the public interest. It also terminates funding for foreign aid programs that bankroll ideological projects, international organizations and efforts that fail to advance U.S. interests abroad.

 

“H.R. 4 ensures taxpayer dollars are no longer wasted on initiatives that undermine our values or weaken our global standing. It codifies key elements of President Trump’s recent executive actions and begins the important work of refocusing foreign assistance on outcomes that benefit the American people.

 

“With a $36 trillion national debt, we must act decisively and responsibly. It didn’t happen overnight and fixing it won’t either. This bill is a meaningful step toward restoring common sense to federal spending and rebuilding a government that respects the people who fund it. I was proud to vote for this legislation and look forward to President Trump signing it into law.”
